Port Congestion Surcharge (PCS)

Applied when a destination port experiences severe congestion, resulting in extended waiting times for vessels, delayed cargo availability, and increased operational costs for carriers. Ports like Los Angeles/Long Beach (2021), Rotterdam, and Colombo have all seen PCS imposed during peak congestion periods. For LCL shipments, PCS is calculated per CBM of cargo.

Frequently Asked Questions

Which ports most commonly charge PCS?
Historically Los Angeles/Long Beach, Rotterdam, Hamburg, Shanghai, and recently Jeddah, Colombo during disruption events.
Is PCS different from Port Stevedoring?
Yes. PCS is a surcharge triggered by congestion (wait times). Stevedoring is the base cost of loading/unloading regardless of congestion.
How is PCS calculated for LCL shipments?
For LCL, PCS is charged per CBM (cubic meter) of your cargo, typically $20–$50/CBM during congestion. For FCL, it is a flat fee per container.
